Honorable Government Officials,

China's ongoing clampdown on strays and unregistered pets generates negative publicity worldwide. Global media persistently condemns mass culls. People are outraged by accounts of officers poisoning, beating or electrically shocking dogs until dead.

If the brutal extermination continues, it will irreversibly shame China and the 2008 Olympics in Beijing.

I implore authorities to halt all dog massacres. Please devise a long-term rabies prevention and inoculation system in cooperation with animal and municipal health agencies. Reactive mass culls are a crude response to a complex issue and ultimately do little to curb stray populations or stop disease transmission.

Furthermore, I respectfully ask authorities to reduce caretaker registration fees for dogs. Current cost per dog, along with annual renewal fees, make legal registration of dogs too cost-prohibitive for most citizens. Consequently, many illegally harbor cherished dogs and neglect to vaccinate or spay/neuter them due to fear of discovery.

Please recognize the growing number of Chinese households with companion animals. Some who opt to remain childless, or aged citizens who live alone, view dogs as companions or "children."

I ask authorities to foster a culture of responsible guardianship, disease prevention, and humane education in keeping with 21st century animal welfare principles.
