1. North Dakota Flooding - Incident Summary Report 3/27/09, North Dakota Department of Emergency Services (NDDES) FLOOD WARNING CONTINUES FOR RED RIVER AT FARGO 3/27/09: Record flooding is occurring. Conditions on the Red River at Fargo have grown increasingly dangerous. The river is expected to behave in ways never previously observed. The crest forecast at Fargo is now expected to be between 41 and 42 feet by Saturday but could potentially be as high as 43 feet and continue for 3 to 7 days.

Regional and national resources are assisting with the emergency animal shelter and the shelter is accepting animals in need due to the flood.

UAN/EARS Response In Fargo 3/27/09: Animals threatened by flooding need your help Volunteers with United Animal Nations' Emergency Animal Rescue Service (EARS) are on the ground in Fargo, North Dakota, where rising Red River floodwaters and freezing temperatures are putting the lives of countless animals at risk. This is the worst flooding Fargo has seen in more than 100 years. EARS volunteers have deployed to Fargo from six surrounding states... EARS volunteers are working at a temporary shelter, where more than 80 animals have already been evacuated by families. IFAW Expects Up To 5,000 Animals Need Aid 3/27/09: IFAW to Help Animals Affected by Record Floods in North Dakota The International Fund for Animal Welfare (IFAW - www.ifaw.org) is sending an emergency relief team to aid animals affected by record floods in North Dakota. The full team and IFAW's 36-foot transport trailer are expected to be in Fargo on March 28... IFAW is looking at an initial sheltering effort of up to 5,000 animals, primarily pets. The animals are in Fargo but sheltering sites are a significant distance to the west. Freezing temperatures and logistical challenges will make it difficult to give immediate care to animals. "We simply won't know the scale of the situation until we get on the ground. There may also be a significant number of livestock affected as well," said Dick Green, IFAW's Emergency Relief Manager of Disasters. "One positive development is that IFAW will be working with a coalition of animal-related groups that haven't fully mobilized together since Hurricane Katrina." Nearly 150 residents have been rescued from flooded homes and more than 1,000 North Dakota National Guardsmen have been called in to help with the emergency. The floods are due to an unusually cold and snowy winter which left a larger-than-normal snowpack. Recent warm weather and heavy rains melted the snow and the frozen ground was unable to absorb the water. Since melting the temperature has fallen and was recorded at 10 degrees on March 27 with a wind chill of 4 degree below zero. North Dakota Governor John Hoeven has declared a state-wide flood emergency and the federal government has declared it major disaster area and a public health emergency. Humane Society of Missouri Disaster Response Team deploys to North Dakota 3/27/09: The Humane Society of Missouri Disaster Response Team has been deployed to North Dakota to rescue animals affected by severe flooding in the Fargo area. The four team members are all experienced in water and disaster rescue and animal sheltering. The team will take with them two trucks pulling a travel trailer and an equipment trailer with water and rope rescue equipment and a boat and an animal transport van... Noah’s Wish Mobilization to Bismarck, North Dakota Underway Noah's Wish is in the process of deploying volunteers to Bismarck, North Dakota to open a shelter for evacuees from Fargo. Evacuations begin today as residents of Fargo, population 92,000, begin the trek to shelters. The Noah's Wish shelter in Bismark expects to house more than 1,000 animals.
