Congress Passes Landmark Bill To Leave No Pet Behind

8/4/06—Victory for America's Pets (and their People)The U.S. Senate unanimously approved its version of the Pets Evacuation and Transportation Standards (PETS) Act. The U.S. House of Representatives passed its version in May by an overwhelming vote. Congress has taken an important step in ensuring that Americans will never again be forced to leave their pets behind when disaster strikes, as happened during Hurricane Katrina.

The House bill calls for emergency preparedness plans to include consideration of people with pets and service animals before a disaster strikes. The Senate bill contains additional and strengthening provisions. The Humane Society of the United States supports both bills, but we hope the House will take up and approve the Senate version because it is more comprehensive. We are approaching the one-year mark of Hurricanes Katrina and Rita, and hurricane season is upon us again. Final passage of the PETS Act will be a priority when Congress returns from recess in September.

Many didn’t realize Katrina’s wrath in the lower third of Alabama. Still, Mobile became a drop site for supplies, volunteers, and many animals displaced by the hurricanes. ARF saved animals in other storm states, pulling from MS, LA and Texas (after Rita). Donations to ARF/Kinship Circle funded hurricane relief in MS, LA and TX. ARF currently cares for more than 200-300 animals each day...

NOTES: Batcher was tied up to die of hunger and thirst behind a levee. Evidently, they couldn't get him to fight or be mean. What the pictures don't show are the cuts under his armpits where they hung him by his arms to make him mean. They were unsuccessful. In addition, the Animal Control Officer in St. John Parish found nails in his feces. I am including a picture of the nail as well. If we could only find the cowards that who did this! LASPCA has temperament tested him and he passed with flying colors.

psharma@austin.rr.com writes, 8/2: To Animal Guardians and Rescuers - For months now, remote reunion volunteers (originally coordinated by Best Friends Animal Society) have been assisting KATRINA victims in searching for their lost and  missing pets. Hundreds of people - many without regular internet  access - contacted Best Friends and asked for help. Even though   Best Friends did not rescue and has no authority over these pets, we have done  everything that we can to respond.
 
Some families have known the joy  of reunion, while others continue their desperate searches. If we can reunite these animals with their owners, how wonderful for them!  If, due to the passage of time and placement of pets in adoptive homes, we can bring  only closure for these families, they will be so very appreciative. Ali was picked up from owner's office building in the New Orleans suburb of Gentilly. On 9/9/05, Ali's owner had taken him outside for some fresh air, given him a big bowl of water and tied him up to a "front proch" area of the office building. When he returned Ali was gone, and the front of his office building had been spray painted "SPCA 9/9/05".

Chester, the Basset/ Beagle, and Buddy, the Lab/Beagle/Basset or whatever, have been owner-surrendered at Roicy. Chester is 12 and Buddy is about 7. I am not sure if they came in together. Each dog has a donation of $150 to go to the vet for their care. I don’t understand how an owner could sign an animal over to a gassing facility period, but after this long is absolutely heartbreaking. I don’t want these sweet boys to end their lives at Roicy. EACH animal at Roicy deserves a second chance at life, but especially these two. They are sweet, laid back, especially Buddy who is very calm.

To make sure these sweet dogs are safe, come to the shelter before 5 PM on Monday, August 7. The shelter will make every effort to hold over, but this is a very small facility with limited space only 12 adoption kennels. The unwanted animals come in each day, and there are many animals in stray hold awaiting their turn to go to adoption. The puppies get more time, but they often get sick if they stay too long.

5. Psychology Volunteers for New Orleans Animals and Their People

Since Hurricane Katrina...

  • Many homeless animals in New Orleans — and the people who love Them — desperately need help. Intensive efforts to rescue and reunite thousands of displaced pets, or find new homes, have been ongoing since Hurricane Katrina hit in September last year.
  • Did you know that some grieving pet owners return to the animal shelter every week to see if their beloved pet has been rescued?
  • Thousands of homeless animals continue to elude capture and are being kept alive by an all-volunteer group, Animal Rescue New Orleans (ARNO), who maintain 4,000 feeding stations for them throughout the city.
  • Many traumatized animals, frightened by their ordeal, need positive socialization experiences before reunification.
  • ARNO volunteers have witnessed, and continue to be exposed to, the suffering of helpless animals and the families and people that care for them. Since Katrina, they have worked 7 days a week, 18 hours a day, and their lives are dominated by a constant sense of urgency. Building resiliency skills would provide these first respondents with one important way to deal with the demands of their work.

    1.  Volunteer to help at the feeding stations.
  • ARNO supplies feeders with food, pans, waters and maps. Volunteers drive to stations, replenish food and water and collect field data to assist in trapping, reunion and Trap-Neuter-Return efforts. Orientations provided.
  • 2.  Offer workshops to ARNO staff and volunteers on “Building Resiliency.”
    Positive psychology recognizes the importance of building resiliency, the psychological skill of adapting to adversity, trauma, tragedy, or stress. Resiliency is something that involves behaviors, thoughts, and actions that can be learned and developed in any individual.
  • 3.  Interact with sheltered animals and help with their rehabilitation.
    Volunteers are needed for the “rehabilitation tent,” where animals needing special care and socialization are housed. Volunteers can engage in socialization and other activities with the sheltered animals.

NEW ORLEANS, LOUISIANA (August 2, 2006) – MuttShack Animal Rescue, working under the command of the state veterinary office in Louisiana, are ready if tropical storm Chris develops into a hurricane in the Gulf region. MuttShack Animal Rescue will deploy resources and certified animal rescue first responders to evacuation zones where transports will move residents and their pets to the first side-by-side shelters of their kind in Louisiana, housing pets in shelters adjacent to Red Cross facilities.

In conference calls with the State Veterinarian’s office the Parishes are briefing disaster relief coordinators on the status of preparation and needs. MuttShack Animal Rescue is a volunteer driven organization that rescued and provided critical care to over 3,000 animals following Hurricane Katrina <http://www.muttshack.org/> — setting up an emergency animal rescue triage center at the Lake Castle School in East New Orleans.

They call me Rusty but that’s not my real name. I’m a Male Calico and they say that that’s VERY RARE! I’m around 2-4 years old and must have been taken care of pretty well as I’ve been out on the street since the day after Katrina and I haven’t caught any of those cat diseases! I’m orange with some black/brown stripes. I have white on my nose and on one side of my face and the tips of my paws are white. I have a little dark stripe that runs right across my nose! I’m a real friendly guy who is in a safe place right now but I miss my original family.

I was spotted the day after the hurricane hanging around the corner of DIVISION STREET & STRANGI AVENUE in BILOXI. That’s two blocks off the beach. There was a big storm surge there and I don’t remember if the water just carried me there. A nice man has been feeding me and lots of other guys since then but a few weeks ago I got sick with urinary tract problems and had to be rushed to the vet. I’m OK but I have to stay inside and eat special food now so that I won’t get sick again. I’m living with some nice folks who would love to find my family.

I am fostering Wynnie. Someone dearly loved this dog. She is the sweetest dog. We believe she was probably owned by an older person or couple. Wynnie is NOT microchipped. Four body scans by 4 vets have been done. Wynnie is between 8-10 yrs old, approx 12 lbs, spayed, heartworm negative, and house trained. When she arrived at the shelter she had gum/teeth problems. She has early cataracts in both eyes, may have had at time of Katrina but they may have gone undiagnosised. She has a severe case of dry eye for which she takes drops daily. My vet feels she has suffered from dry eyes for approx a year. So, she probably did not have dry eye syndrome at the time of Katrina. ***I have contacted all Bichon, Poodle, Maltese, and Cockapoo owners with a lost pet listing for a dog 4 yrs or older on this site. There is no match.

LAST KNOWN LOCATION:
Wynnie showed up in a Ft Worth, TX shelter in late May/early June. The shelter has absolutely no information as to where she came from. There is no indication Wynnie went through Lamar Dixon.

13. Katrina’s Lessons Teach That Saving Pets Can Save People

West Palm Beach, Fla. - When Hurricane Katrina ripped through New Orleans, more than 10,000 people refused evacuation because they wouldn't leave behind their most precious possessions - their pets. Rescuers wouldn't allow people to bring animals, and most shelters weren't accepting them. Some who stayed with their pets became casualties, among more than 1,500 people who died along the Gulf Coast. It's a refusal many understand.

"I wouldn't leave my dogs behind. They're part of the family," said Patricia Neal, 42, of West Palm Beach. "Would you leave your children at home?"

The loss of life, both man and beast, got emergency managers thinking - you can't save people without saving their pets. Many hurricane shelters across the South will now open their doors to humans and their animals in hopes of saving more lives in future storms.

Louisiana and Florida require local governments to include pets in emergency plans. New Orleans now allows evacuees to take pets on buses. Texas, Alabama, South Carolina, Mississippi and North Carolina also are considering similar measures, said Laura Bevin of the Humane Society of the United States.

"It's just taken off," Bevin said. "Within 10 years, maybe less, it will probably be more of a standard thing. People just saw too many pictures and videos of people sobbing and clutching their animals as they tried to get into shelters. "A lot of animals in New Orleans just drowned," she said.

Even the federal government has recognized the lapses in emergency plans. The Pet Evacuation and Transportation Standards Act passed the House in April and is now before a Senate committee. It would require local governments to prepare to evacuate people and their pets or risk losing federal funds.

"The handful of people who think we are putting animals before people have it all wrong," said U.S. Rep. Tom Lantos, D-Calif., who sponsored the House version of the bill. "We want to save human beings, but we can walk and chew gum at the same time."

A Zogby International poll conducted in mid-September found that about 49 percent of the random sampling of nearly 3,000 people across the country would likely not evacuate ahead of a disaster if they couldn't take their pets. "I know I wouldn't," Lantos said.

Craig Fugate, Florida's emergency management chief, said officials have a greater understanding now that "the relationship between man and animal is so strong of a bond that not to address it means that you are choosing not to plan for some of your population."

"This has now gone from being about pets to being about saving people's lives," Fugate said.

The American Red Cross, which operates many storm shelters, has historically not allowed pets, mainly for health and sanitation reasons, said agency spokeswoman Laura Howe. Some people are allergic, and officials fear pet dander could get into ventilation systems. "We have people who come into shelters who have breathing problems," she said. "It's a basic safety issue."

The Red Cross is now working with animal agencies to operate shelters that would, in some cases, have separate buildings on the same grounds or separate ventilation systems within the shelters.

In Florida, Palm Beach County officials spent $170,000 to upgrade a recreation center to shelter standards after the local public school board refused to allow pets and people to be housed together at its facilities, again for health reasons.

"After Katrina, it was clear we had to do something," said Paul Milelli, the public safety director for the county, where about 400,000 people live in evacuation zones. "Consider the numbers of people who refused to leave Katrina because of their animals and the suffering they had to endure," added Jo Sullivan of the American Society for the Prevention of Cruelty to Animals. "If we had a plan then, there could have been even more people saved."

In past years, many people have chosen to evacuate when ordered, leaving pets behind by the old standard rule: lock the doors and leave plenty of food and water. All along the Gulf Coast in Mississippi and Louisiana after Katrina, dogs and cats were left to fend for themselves, many escaping destroyed homes after the storm. Some survived only to die after days without food and water.

In one devastated neighborhood in Waveland, Miss., strays were hunted down and killed. It then became an issue of disease and disposal.

More than 15,000 dogs and cats were rescued from Louisiana and Mississippi alone. Many of the abandoned pets were eventually shipped across the country to shelters that agreed to keep them until reunions could be arranged. Hundreds still remain separated from their owners.

Several lawsuits are in play nationwide as owners seek to get their pets returned from people who adopted them. "It's going on all around the country," said Illinois attorney Dominic Salvati, who is representing another New Orleans family trying to get their dog back. "It appears that it's almost an epidemic now."
