1. Contact U.S. Department of Defense officials and ask them to make regulatory changes regarding animals in war zones. Specifically, urge the DOD to institute these policies:
• Insert and enforce an anti-cruelty clause in the Universal Code of Military Justice.
• Investigate all animal cruelty crimes and take prompt punitive action.
• Utilize non-lethal vaccination to cope with rabies concerns in Iraq or other countries.
• Implement an adoption system that lets soldiers bring vetted pets back to the U.S. with them.

3. Stop Spanish Animal Serial Killer, Age 16

Age: 16 / Sex: Male / Zodiac Sign: Virgo
Lives in: Barcelona, Spain / Member since: March 28, 2007

AntiFurSociety@msn.com — The police in Spain should be contacted by as many people as possible to track him down and put him behind bars. He is dangerous, and no one knows just how cats or other pets he's done this to. It is one of the worst case of animal atrocity I've seen. There is one other cat abuser, an aspiring politician, but this is another case. This young man lives in Spain (I guess in Madrid, his profile says Barcelona ) and posted plenty of pictures of cats he tortured to death. He has been reported to the police, though nobody knows what will happen yet. Martina will let me know if she finds out more details.

r.e.fazio@worldnet.att.net — This person is very sick...so whoever is contacting him is NOT helping the animals. Threaten him, make him angry and more animals will pay for it, probably in a more violent, sadistic manner! Considering that we heard from him awhile back, this person has been at this for a long time. There must be a place where animals are missing or people are finding the mutilated corpses of these poor animals! There is a very good chance that he has moved on to humans...children. It would serve the authorities well, if they are actually looking for him, to look at unsolved crimes involving children/missing children. If they don't find him, sooner or later, they will get reports of missing children.

4. Beijing Kills Cats As Clean-Up For Olympics

BACKGROUND (edited for length):

www.timesonline.co.uk/tol/sport/more_sport/article3427996.ece
2/25/08: Animal welfare activists in Beijing are up in arms over a decision by the city government to clear the capital of its stray cats as part of a sweeping Olympic facelift.

No one knows exactly how many homeless cats roam the city's streets and alleys but the Capital Animal Welfare Association says 160,000 to 200,000 animals at the very minimum are at risk from the new campaign.

Strays are already being caught and transported to a holding pen in the suburban county of Changping. Animal welfare activists described seeing the cats crowded together in cages the size of a microwave oven. They estimated almost 90 per cent of the animals were clearly diseased and many had been neutered with rudimentary surgery that had led to infections. The order states that strays still unclaimed after 14 days will be "dealt with."

Qin Xiaona, head of the animal welfare association, told The Times: "This is nothing less than torture..." The drive was announced by the city's agricultural bureau director at a recent meeting of the municipal parliament. He ordered all stray cats must be caught and taken off the streets before the end of June to ensure the city looks its best for the two-week-long Olympic games starting on August 8...

Mrs. Qin said her group had offered to work with government...to ensure the city's cats were handled in a humane manner, but their proposals had been ignored. "I have a question for the International Olympic Committee and the athletes: Do they feel that they can take part comfortably in the Olympics if the price of the games is the lives of so many animals?"

5. Ask For Full Ban On Hunting Hares With Dog Packs
ALERT FROM / REPLY TO:
Forwarded From: meriem, sb299871@skynet.be
Original Message: Irish Council Against Blood Sports, info@banbloodsports.com

BACKGROUND:
3/7/08, info@banbloodsports.com — Irish Council Against Blood Sports welcomes Minister John Gormley's decision to refuse a licence for the hunting of hares with packs of dogs during March. We now call on the Minister to introduce a yearround ban on this cruel blood sport.

Up to the end of February, hunters are free to terrorise and kill hares with packs of beagles, with no licence required, despite the fact hares are a highly protected species in Ireland. There are 129 harrier packs, which hunt hares and foxes, while there are 22 registered beagle packs hunting hares.

Hare hunting on foot with packs of dogs is a low profile blood sport, with enthusiasts claiming that what they do is "harmless," but hares do die horrendous deaths by being ripped apart by packs of dogs, after being terrorised and chased to exhaustion...

A Dublin motorist described this sickening scene: "A hare came running down the road. I didn't realise what was happening for a moment until a pack of hounds appeared from round the corner. I got out of the car to try and do something but the hounds had caught up with the hare and totally demolished it. All that was left was a tiny piece of fur blowing in the breeze."

SAMPLE LETTER, from info@banbloodsports.com
Dear Minister Gormley,

I wish to thank you for refusing a licence for hare hunting during March. This commendable move will go some way towards protecting our precious and unique hare species from persecution.

Minister, as you are aware, hares continue to be cruelly abused at other times of the year by groups involved in hare coursing and hare hunting. This despite the fact that the Irish Hare is a protected species and an important part of our wildlife heritage.

Your decision to refuse the March licence is very much welcomed by the majority who want hunting and coursing banned. We all hope that this will prove to be just the first step towards affording hares the full protection they deserve.

Thank you, Minister.
Yours sincerely,

6. Pennsylvania Pigeon Shoot Legislation
ALERT FROM / REPLY TO:

BACKGROUND:
Legislation has been introduced in both the Pennsylvania House and Senate. H.B. 2130 and S.B. 1150 would ban killing animals launched from box traps or tied in place. This animal cruelty bill would effectively halt pigeon shoots in Pennsylvania and would prohibit events like the recent live turkey shoot. The Humane Society needs your help calling voters registered in Pennsylvania to encourage them to call their state representatives.

The bill is being voted on in committee on March 18. If it gets a majority vote, then it will go before the full legislature for a vote. Humane Society says there is a good chance that it will be voted into law. If it does not get a majority vote, it will continue to languish in committees.

9. UPDATES: India Cancels Dog Cull / Cats Of Cape May Spared
ALERT FROM / REPLY TO:

3/7/08, SRINAGAR, Indian-Administered Kashmir (AP) — Authorities in Indian-Administered Kashmir's main city have canceled plans to poison nearly 100,000 stray dogs as part of an anti-rabies program, an official said Friday after protests from animal rights groups.

Local officials would instead work on a plan to sterilize the strays in cooperation with animal welfare groups and a team from the federal environment ministry, said Syed Haq Nawaz, commissioner of the Srinagar Municipal Corporation.

About 500 dogs had already been killed by Friday, according to Dr. Riyaz Ahmad, the Srinagar health officer who first revealed the plan to poison the city's nearly 100,000 stray dogs with strychnine... Nawaz gave no reasons for the change in plans but animal-rights activists had vowed to go to court to try to stop the slaughter, calling it inhumane and a violation of a law banning cruelty to animals...

ALERT FROM / REPLY TO:

BACKGROUND (edited for length):
The future looks brighter for the cats of Cape May, N.J. For weeks, Alley Cat Allies has been working to stop a misguided plan that would have led to the trapping and killing of many of Cape May's outdoor cats...

And our efforts paid off. The city of Cape May, N.J. promised to protect the lives of local outdoor cats by continuing the city's Trap-Neuter-Return program... I believe the City Council's intentions are good but it is very likely the city will need assistance to carry out what it has promised.

Under the plan passed by the city, any cats who live near shorebird nests are either moved 1,000 feet from the area or humanely contained. Any outdoor cats who might not yet be neutered and vaccinated by the city will be included in the long-running Trap-Neuter-Return program. Volunteer caregivers may continue to care for the cats. Alley Cat Allies will work with the City Council and monitor the situation to ensure the cats are kept safe. For the Cats, Becky Robinson, President

10. Paul Watson Shot By Japanese Whalers. Vest Saves Him.
ALERT FROM / REPLY TO:
Win Animal Rights: centcom@war-online.org war-online.org

PHOTO: Paul Watson removing bullet from Kevlar vest.

BACKGROUND:
A letter from Kim McCoy of Sea Shepherd: 3/7/08: You may have heard by now that Paul was shot in the chest tonight during a confrontation with the Nisshin Maru. Fortunately, he was wearing a Kevlar vest and is unharmed. I have just spoken with him personally and confirmed that he is fine.

Reuters reported that Japanese whalers initially admitted firing a "warning shot," but in reports since then, they have denied firing any shots. Unfortunately for them, the proof is in Paul's vest, and we have it all on video. Two of our crew members sustained bruises

while dodging flash grenades thrown by armed Japanese Coast Guard Officers, but they are also fine. We have notified their families to assure them of their safety. At one point while I was on the phone with the ship, I could hear flash grenades exploding in rapid succession in the background. It was surreal.

The last I heard from Paul, the seas were getting rougher and the Nisshin Maru had fled due north. We have just posted photos and video on our website, including footage of Paul prying the bullet out of his Kevlar vest. Stay tuned for more, but in the meantime, I want to assure you that Paul is OK. We are all extremely grateful for this fact and counting our blessings that he was wearing Kevlar and an anti-poaching badge.

12. Chico Is Dead - A Victim Of Bureaucratic Ignorance
ALERT FROM / REPLY TO:
Margaret Morin, dogs_good@yahoo.com

This is a Cynomolgus Monkey (also called a Long-tailed Macaque) like Chico — the monkey needlessly killed to test his brain for rabies.

BACKGROUND (edited for length):
3/11/08, dogs_good@yahoo.com — There is no definitive test for rabies, other than killing the suspected animal and testing brain tissue. However, the treatment protocols for one exposed to rabies is 100% successful in eliminating the disease, and although costly (approx. $1700) it involves only 5 shots over 4 weeks...

IN FACT, the treatment would be administered at the very same SPOKANE REGIONAL HEALTH DISTRICT facility where the decision to kill Chico was made by Dr. Larry Jecha. Post-exposure vaccines are readily available — and SRHD could pass on the savings to the three individuals who were bitten. Did ANYONE ask the three individuals if they were willing to go this route? Did ANYONE explain the FACT to them?

The CDC (Center for Disease Control) has only three studies which pertain to quarantine periods to definitively rule-out rabies... The animals are: dogs, cats and ferrets. The quarantine period is 10 days. This is because if an animal transmits rabies through a bite, the disease has traveled to its salivary glands (oral) and the virus is 'shedding' via the saliva into the bite wound. Usually within 72 hours the disease has ravaged the brain of the 'biter' and the animal dies. CDC has determined that mammals; dogs, cats and ferrets, will die within 10 days if they bit while rabid.

IF Chico bit while rabid, he would have exhibited symptoms within the 10 days he was held at Spokanimal, this can be medically and scientifically extrapolated simply because he is a mammal, of similar size as a small to medium dog, and the rabies virus progresses the same in mammals. Of course, Chico exhibited no such symptoms.

"I've spent all day speaking with health officials and other bureaucrats, pointing out the scientific flaws as well as the procedural flaws in the decision to kill Chico, the cynomolgus monkey. I even offered to pay all the costs of rabies prophylaxis for the three human beings who were bitten in addition to costs of transporting Chico to our Sanctuary.

It all fell on deaf ears. Chico was killed late in the afternoon..."
