To declaw a cat, her last paw bone, with tendons and ligaments, is amputated. Now, ordinances to ban the controversial procedure have passed in 4 California cities. "Unanimous 11-0 victory for cats in Los Angeles! Cities in California can prohibit cat declawing without running afoul of state law, a state appeals court ruled. The court reinstated an ordinance in West Hollywood.

San Francisco, where the Board of Supervisors passed a 2003 resolution condemning declawing, filed legal arguments in support of West Hollywood. Some veterinarians oppose declawing, but their trade group, California Veterinary Medical Association, has fought the ordinance in court and opposes statewide legislation. A bill that would have banned the practice was defeated in 2003, but lawmakers passed a measure in 2004 forbidding the declawing of captive lions and tigers.

9/12/06, FEDERAL ANIMAL WELFARE ACT BANS DECLAWING OF CAPTIVE WILD OR EXOTIC ANIMALS — Big cats, wolves and bears should not suffer loss of part of their paw bone when declawed, a recent U.S. Department of Agriculture policy asserts. USDA has declared declawing, amputation of an animal’s claw-forming bone, cannot be performed with intent to make animals easier to handle. Defanging, removal of canine teeth, is also banned in lions, tigers, wolves, bears and primates. "This policy change, the culmination of efforts by many animal advocates, will spare captive animals crippling pain and misery," stated Jennifer Conrad, director of Paw Project and an exotic animal veterinarian. Currently more than 100 big cat sanctuaries in 41 states care for thousands of declawed cats. Since 2000, vets working with Paw Project have done reparative surgery on over 50 lions, tigers, cougars, leopards, and jaguars. Dear City Officials of California,

I thank City Council members for their consideration of a ban on the declawing of cats. Your leadership in reexamining this inhumane practice is highly commendable. I urge officials in both cities to enact the proposed bans and thereby establish a precedent for communities worldwide.

Declawing is illegal or restricted in over 20 countries, including the United Kingdom and Canada. Cities such as San Francisco, West Hollywood, and Norfolk, VA ban declawing. Los Angeles, Beverly Hills, Berkeley, Malibu and Santa Monica are evaluating similar legislation. The Humane Society of the U.S. and ASPCA oppose declawing. The Royal College of Veterinary Surgeons rejects the operation, describing it as mutilation.

Overwhelming evidence shows declawing causes severe behavioral problems that often lead guardians to abandon their animals in overcrowded shelters. Undesirable behavior in 33 percent of declawed cats begins post-procedure, according to a 2001 study in the Journal of the American Veterinary Medicine Association, JAVMA. National shelter surveys reveal that 70-80 percent of cats surrendered for offensive behavior are declawed.

San Francisco Care and Control, East Bay SPCA, Palo Alto Humane Society, and other shelters oppose declawing. Los Angeles SPCA portrays the act of declawing cats as cruel, unnecessary, and inhumane.

Cats with intact claws are relinquished for reasons such as moving or new baby, whereas declawed felines enter shelters with behavioral issues like biting or not using the litter box, claims shelter director William Lombardi of Gloucester County, New Jersey. For the estimated 70 percent of declawed cats who are euthanized, the surgery is a death sentence.

Moreover, declawing generates suffering and permanent disability. The invasive procedure amputates not only the claw, but also the entire last knuckle of a cat’s toes. Veterinary experts recognize laser or scalpel declawing as among the most painful surgeries routinely performed.

When declaw bans reach the floor for a vote, I encourage you to endorse this model legislation.
